That flag was approved as the National Flag of the Nakhchivan Autonomous Republic on 17 November, 1990 at a session held on the initiative and leadership of the then Chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic, National Leader of the Azerbaijani people Heydar Aliyev.
On 5 February, 1991, the Supreme Soviet of the Republic of Azerbaijan adopted the law "On the State Flag of the Republic of Azerbaijan" and declared it the State Flag.
On 18 October, 1991, with the Constitutional Act "On the State Independence of the Republic of Azerbaijan", the Republic of Azerbaijan, as the successor of the Azerbaijani People's Republic, restored its state symbols, including the State Flag.
